According to the Monetary Authority of Macao, the non‑performing loan ratio for local residents hit 4.6 per cent in September – a level not seen since 2004, after which the figure slid until late 2024.

The ratio has since started to climb, hitting new highs over time.

The ratio for non‑residents, meanwhile, has gradually come down to 6.2 per cent from a recent high of 7 per cent in May.

Since that month, the overall ratio has also steadily receded to 5.4 per cent from 5.7 per cent.

Loans for which local borrowers have failed to meet repayment obligations amount to nearly MOP23.2 billion (US$2.9 billion).

research report has noted a polarized post-pandemic recovery for small- and medium-sized enterprises (SMEs), as businesses in tourist areas thrive from returning visitors, while those in residential neighborhoods face revenue drops of over 50%, prompting a separate proposal to transform the Taipa Old Village area into a commercial zone.

The Collective Wisdom Policy Centre (CWPC) released a report last week titled “Assisting Local SMEs in Improving the Business Environment,” highlighting that local SMEs are grappling with rising operating costs, shifts in tourist consumption patterns, and high online marketing expenses.

Citing data from the Statistics and Census Service Bureau (DSEC), the report revealed that while SME profitability improved last year, significant structural imbalances in economic recovery persist across regions and industries.

According to statistics released today (22 August) by the Monetary Authority of Macao, newly approved small and medium-sized enterprise (SME) credit increased in the first half of 2025. On the other hand, the outstanding balance of SME loans dropped while the share of SME loans to major industries remained stable.

New lending approved

In the first half of 2025, new SME credit limit approved by Macao banks totalled MOP4.9 billion, up 47.7% from the second half of 2024. The collateralised ratio, which indicates the proportion of credit limit with tangible assets pledged, went down by 14.5 percentage points from the last survey period to 62.2%.

Credit utilisation

As at end-June 2025, the outstanding balance of SME loans fell by 4.7% from end-2024 to MOP74.3 billion. Analysed by economic sector, outstanding SME loans to “transport, storage and communications” increased by 14.1% whereas those to “wholesale and retail” and “construction” decreased by 9.9% and 2.8% respectively.

The utilisation rate, defined as the proportion of outstanding credit balance to the credit limit granted, rose by 1.2 percentage points from end-2024 to 84.8%.

Delinquent loans

As at end-June 2025, the outstanding balance of delinquent SME loans was MOP 5.6 billion. Primarily due to the decline in the total outstanding balance of SME loans, the delinquency ratio increased to 7.6%.

The Monetary Authority of Macao encourages banks to negotiate flexible repayment plans with SMEs, under the principle of prudent risk management and their own credit policies, to continue providing credit support to customers with liquidity difficulties.

A survey by the Zhuhai Municipal Bureau of Statistics has revealed Zhuhai is becoming an increasingly popular destination for Macau tourists.

The report found Zhuhai welcomed an average of over 360,000 visitors from Macau and Hong Kong monthly.

Macau tourists accounted for a significant portion of monthly visitors to Zhuhai, spending approximately RMB454 million monthly, according to the bureau.

Macau consumers have begun to grow cautious, the latest consumer confidence index compiled by the Macau University of Science and Technology shows.

The third-quarter index stands at 99.33 overall, down by 2.38, or about 2.34 per cent, from 101.71 a quarter earlier.

The university says that this drop marks a shift from a range of optimism to a ‘phase of caution’.

Of the six sub-indices, only two display a rise, with the remainder sliding.


A população de Macau gastou mais dinheiro no exterior e menos no mercado local, no segundo trimestre deste ano, relativamente ao período homólogo de 2024. Segundo a Direcção dos Serviços de Estatística e Censos (DSEC), a despesa de consumo privado subiu 0,3%, impulsionada pelo crescimento dos gastos dos residentes no exterior (5,4%). Porém, a despesa de consumo final das famílias no mercado local contraiu 0,2%.

Entre Abril e Junho, o valor do PIB foi revisto para 100,39 mil milhões de patacas, representando 88,8% do valor registado no mesmo período de 2019 e um crescimento anual de 5,1%. No primeiro semestre do ano, o crescimento real do PIB foi de 1,8%, comparando com os primeiros seis meses de 2024, tendo-se fixado em 200,15 mil milhões de patacas, o que representa 87% do volume económico do mesmo período de 2019.


No primeiro semestre de 2025, Macau registou 469 empresas dissolvidas — o valor mais alto da década — e apenas 2020 novas sociedades, o número mais baixo desde 2016. Para o economista Henry Lei, “os setores não relacionados com o turismo, em especial o retalho, continuam a enfrentar uma situação crítica, uma vez que a confiança dos consumidores permanece fraca”

Macau encerra o primeiro semestre de 2025 com um duplo recorde que nenhum Governo gosta de exibir: o número mais baixo de novas empresas desde 2016 e o número mais alto de dissoluções na última década (ver páginas 8 a 9). É por demais evidente hoje que continuamos a ter setores inteiros presos à recuperação desigual da economia, onde o turismo e o Jogo correm à frente e tudo o resto fica para trás.

A Aliança de Sustento e Economia de Macau, associação ligada aos “Conterrâneos de Jiangmen”, divulgou ontem os resultados de um inquérito com vista a perceber o ambiente de negócios das pequenas e médias empresas (PME) locais. De um total de 1.037 PME inquiridas, 54% afirmaram ter vindo a registar uma tendência de diminuição no volume de negócios, sendo que os inquiridos consideram a “concorrência de mercado renhida” e os “custos operacionais elevados” como as restrições dominantes ao seu desenvolvimento. Além disso, 62% confessaram que não conhecem as medidas de apoio actualmente implementadas pelo Governo. Nesta vertente, algumas consideram que as informações sobre a apresentação de pedido para beneficiar das medidas de apoio não são transparentes, além de que os procedimentos de solicitação são complexos. Por outro lado, o estudo revela que mais de 70% das empresas inquiridas estão disponíveis ou mesmo a promover operações digitais. Porém, somente 9% concluíram efectivamente esta transformação digital. Entre estas, a maioria está apenas em fase de tentativas iniciais, o que, para a associação, mostra que existe uma disparidade entre a vontade das PME e a sua capacidade de concretizar esse objectivo. Além disso, após terem sido ouvidas por 15 académicos, as PME entrevistadas obtiveram 51,4 pontos, de uma escala de zero a 100, no que respeita ao ambiente de negócios em geral de Macau, resultados inferiores aos das regiões vizinhas. Como solução, a associação sugeriu a criação de uma plataforma “one stop” relativa às políticas para as PME, de modo a simplificar os procedimentos e o lançamento de um apoio financeiro vocacionado para o marketing. Além disso, a associação defendeu a ampliação da abrangência da divulgação das políticas e a implementação de um mecanismo de avaliação da eficácia.

Restauranteurs in Macau continued to suffer a loss last year as spending outstripped receipts by about MOP55 million (US$6.9 million), with profit at MOP39.5 million.

Fresh information from the Statistics and Census Service shows that receipts to restaurants and similar providers of services climbed 3.4 per cent year on year to MOP15.046 billion in 2024.

Meanwhile, expenditure rose by 3.1 per cent to MOP15.101 billion.

The profit loss of nearly MOP40 million, however, has narrowed from MOP52 million the previous year. Back in 2022, it was as high as MOP1.45 billion.

As of the end of 2024, there were 4,930 related establishments, down by nearly 50 in 2023, with 37,809 employed in this sector.

Stanley Au, presidente da direcção da Associação de Pequenas e Médias Empresas de Macau, considera que “o problema mais urgente que é preciso resolver tem que ver com o ambiente de negócios em Macau, porque há uma onda de falências de empresas”. O dirigente associativo falava aos jornalistas após um encontro com o Chefe do Executivo, Sam Hou Fai, no âmbito do planeamento das Linhas de Acção Governativa (LAG).

Segundo sublinhou, a situação de falências “tem sido muito grave”. “A razão fundamental para isso é que Macau perdeu competitividade” devido ao abrandamento do mercado do jogo. Neste sentido, sugeriu ao Governo que crie um “ambiente de investimento justo, razoável e encorajador”.

However, Kuan was quick to add that the tap water consumption by small- and medium-sized enterprises (SMEs) has still not yet reached the pre-COVID-19 pandemic levels, while domestic water consumption dropped year on year but was similar to pre-pandemic 2019: “On the one hand, maybe, local residents have become more aware of water conservation and, on the other hand, many residents have resumed travelling outside Macau after the lifting of the COVID-19-related travel restrictions”.

dec24 In terms of retail and restaurant sales in Macao, 2024 continued its year-on-year downward trend in October. That’s according to  new figures  from the Statistics and Census Service (known by its Portuguese initials DSEC). Restaurants in Macao saw their receipts slip by 1.8 percent year-on-year, while retailers included in the DSEC’s survey saw an overall drop of 13.3 percent when comparing their performance with October 2023. By category, retailers of watches and jewellery fared the worst, with sales experiencing a 25.1 percent year-on-year decline.

Macao’s smaller-sized businesses have it worse now than they did during the Covid-19 pandemic, according to Sunny Ip Sio Man, the chairman of the Macau Small and Medium Enterprises Development Alliance. Ip told the Macau Post Daily that retailers trading in daily necessities – from groceries to manicures and car repairs – are particularly hard hit and “going through a depression.”

He attributed their problems to a “northbound trend” for local consumers – meaning they travel to the mainland to take advantage of its cheaper prices and greater variety. Changes in tourists’ behaviour and online shopping are also impacting retailers in Macao.

The easing of travel restrictions is particularly significant. Ip pointed to a recent government policy allowing Macao-registered cars to cross the border, meaning people can load a car boot with “a season’s worth of clothes, shoes and socks” while in the mainland, and are not limited to what they can bring back to Macao by hand, as they were previously.
